Globware.com released an updated version of their Black Jack game for the PSP. Changes:
Greatly improved key responsiveness. Card pictures! Ability to bet -/+ $100 as well as a quick scrolling -/+ $1. Now detects dealer blackjack. Removed saving until it works correctly.

It just has to graphically look like an 8-bit game (C64, MSX, NES, …) which does not mean it technicaly has to be one. The game can be of ANY (!!!) genre.
