FluBBa has released a standalone Arcade emulator for the game Black Tiger to be used on the Gameboy Advance.

This is a Black Tiger/Black Dragon – Arcade emulator for the GBA. It’s missing sound, correct text color, and no screenflip support. You should still be able to enjoy the game though. =)
